This patch adds a new driver that supports Qualcomm modems. It is not the
state-of-the art qcserial as available in the upstream, so it only supports
Gobi 1000 based modems, not Gobi 2000. The latter still have some issues,
but this patch works. We will almost certainly update this as upstream
settles, but our own Helpdesk people cry for at least this much.

I made sure that the IDs are non-conflicting. Mind that RHEL often
uses a different breakdown of devices between drivers from upstream,
but this seems ok. So, this ought to be safe regarding existing drivers.

The kernel that I built (in Brew) is still under testing, but apparently
it's functional at least.
