Infrastructure to support generation and use of internal regulatory
database as an alternative to using CRDA (which is unavailable in
RHEL5).  This allows for better regulatory enforcement while maximizing
functionality for customers.  This is a backport of what I posted as an
RFC for upstream this weekend.

It would be best if this was available in RHEL5.5 during the Beta
timeframe.
