Its a backport of upstream commit: e6242e928ef1e4ed853f909a7479e4934f4bcb70 While not functionally needed, it was requested as part of bz228098, in which we complete the in-kernel socket api. It keeps us up with upstream, is well tested, and is cleaner than what we have now. Satisfies bz 246851.
