* Separate all plugins into separate eggs

* Remove imports of cp library / RTC apps in enthought/envisage/project/data/templates/General/RTC Applications

* Fixup dependencies on wx (numerous places) -- we want to be GUI backend agnostic.

* Try to remove dependency on enthought.plugins.text_editor as it is only used
    in one place which is the envisage/resource/resource_file_type.py
