Subject: [RHEL5 PATCH 3/3] BZ 210032 fix netlabel labeling of packets with
	no information

This patch changes NetLabel to use SECINITSID_UNLABLELED as it's source
of SELinux type information when generating a NetLabel context.  This
bug fix has been posted and reviewed upstream and should appear in
2.6.19
