Description:
ip tun change <tunnel> dev <iface>  does not change the bound device
for the tunnel. The problem is the same for IPIP, GRE and SIT tunnels.

Fix:
Handle changing of the bound device in SIOCCHGTUNNEL ioctl. Also make
sure the tunnel's MTU is recalculated.
