Hey!
        This monster patch is a conglomeration of several upstream commits that
we need to meet DOD IPv6 conformance guidelines.  They are exclusively
snmp/statistics related, with the exception of the first three that were so small
I thought I would just roll them in together.  Tested by IBM with successful
resutls.
